Professional tooth whitening gel

The difference between a “professional” gel and a consumer gel is often less clear-cut than brands suggest. Here’s what the regulations actually say, and what that means for a practitioner or a salon.

What European regulations actually allow

In France, as in the rest of the European Union, teeth-whitening products are governed by Regulation (EC) No. 1223/2009 on cosmetic products and its Annex III.

For the general public

Hydrogen peroxide: maximum 0.1%. PAP: no set limit, subject to toxicological evaluation by the formulator.

For healthcare professionals (dentists)

Up to 6% hydrogen peroxide. These concentrations are not available over the counter. They may only be dispensed by prescription or directly in the dental office.

For beauty salons

This category is a frequent source of confusion. Beauty salons are not healthcare professionals in the regulatory sense. They therefore use products intended for the general public (maximum 0.1%), combined with specific lamps and protocols. This is what WHITECARE offers for this category.

A gel sold as “professional” for beauty salons that exceeds 0.1% hydrogen peroxide is illegal in France. It is common to find such products on online marketplaces. The label “for professional use only” is not sufficient to make them compliant.

PAP vs. peroxide: what each active ingredient really delivers

PAP

No thermal or chemical effect on the pulp. No induced sensitivity. Compatible with the most sensitive teeth. Therefore highly suitable for all types of patients. Its mode of action is direct: it oxidizes surface-level pigment molecules without affecting the tooth’s internal structure.

Its limitation: it does not act on intrinsic stains, and its effectiveness depends entirely on the gel’s stability. A PAP that has degraded in the bottle is ineffective. However, we have developed a formula with measurable active PAP in our gel.

Hydrogen peroxide (0.1%)

At this consumer-grade concentration, effectiveness is measurable but moderate. It penetrates deeper than PAP, which can slightly enhance results on certain tooth types. It is also associated with occasional sensitivity in predisposed individuals. Like PAP, it also acts on intrinsic stains.

What salons specifically look for in a professional gel

Stability: an active ingredient that remains effective until the expiration date, even after opening.
Viscosity: the gel must not drip or splash during application. A gel that is too runny irritates the gums.
Packaging: the dosing syringe minimizes waste and ensures uniform application.
Compliance: all our gels are registered with the CPNP and comply with regulations.
Traceability: batch number, date, and origin of ingredients are identifiable in case of customer inquiries.
